The Higher Sports Council supports FC Barcelona in the 'Dani Olmo and Pau Víctor case'
Great news arrives for FC Barcelona. After a day of celebration, following their qualification for the Copa del Rey 2024-25 final, after defeating Atlético de Madrid (0-1), they have now received good news related to the registration case of Dani Olmo and Pau Víctor: both players will be able to continue playing for the Blaugrana team until the end of this season. This comes after the Higher Sports Council (CSD) upheld the appeal introduced on January 7th by both the Catalan club and the players.

The annulment of the agreement of the Monitoring Commission of the RFEF-LaLiga Coordination Agreement, according to the statement issued by the Higher Sports Council (CSD) on Thursday, April 3, comes after "it has been clearly and controversially noted throughout this procedure, and after considering the allegations of the parties, the incompetence of the Monitoring Commission to decide on the prior visa and license requested by FC Barcelona."
Furthermore, the CSD also states that in their arguments, both LaLiga and the Royal Spanish Football Federation (RFEF) defend that "the Monitoring Commission did not adopt the agreement, but rather confirmed or ratified other agreements previously adopted by the competent bodies."
However, the Higher Sports Council emphasizes that from the reading of the challenged agreement, it is "clearly and unmistakably evident" that the Monitoring Commission neither confirmed, nor ratified, nor executed the agreements adopted by the League or the Royal Spanish Football Federation (RFEF). Instead, this body decided "not to grant the prior visa or the definitive license requested by FC Barcelona for the players Dani Olmo and Pau Víctor."

However, as it lacks the necessary competencies and does not concern valid previous agreements, as the statement expresses, the decision of the Monitoring Commission not to grant the prior visa of the license must be considered null and void.
⚖️ Functions of the Monitoring Commission (according to the coordination agreement between the RFEF and LaLiga)
- Interpretation of the application of the clauses of the Agreement.
- Monitoring compliance with what was agreed.
- Promotion of activities aimed at the greater effectiveness of the Agreement.
The licenses of Dani Olmo and Pau Víctor remain valid
As mentioned earlier and as confirmed by the Higher Sports Council, both players have valid licenses. Additionally, it is explained that the Royal Spanish Football Federation acknowledged in their arguments that "there is no federation resolution that decided to cancel the licenses", a requirement established by the RFEF in its resolution of June 30, 2022.
In any case, the professional careers of Dani Olmo and Pau Víctor have been protected since January 8th by the urgent precautionary measure granted by the CSD with the sole purpose of avoiding irreparable damage until the resolution of this procedure.
The CSD does not assess the economic control exercised by LaLiga
Likewise, the CSD wants to clarify that this appeal "is not about the economic control that LaLiga exercises over its associated clubs". It also recalls that these responsibilities belong to the LaLiga Budget Validation Body and, ultimately, to its Economic Control Committee.
If the LaLiga Budget Validation Body validated the economic operation on January 3, 2025 and, at later dates, the same body expresses a different position on the same operation, it is an economic and internal rules matter that should be addressed, if necessary, within LaLiga's own scope.
Finally, the Higher Sports Council summarizes its decision by stating that "due to incompetence, for not following the established procedures in the rules and for not being the authorized body to make decisions, the agreement of the Monitoring Commission of the RFEF-LaLiga Coordination Agreement must be considered null and void and all effects derived from it invalidated."
